Overview of the New Minimum Wage Policy
Heilongjiang Province has announced updated minimum wage standards that will take effect on December 1, 2025. The adjustment applies province-wide and will remain valid for three years unless superseded by new national or provincial regulations. The update reflects ongoing efforts to improve workers’ income levels and strengthen compliance across salary and payroll practices in the region.
Updated Minimum Monthly Wages
The province continues to use a three-tier system to define minimum monthly wages for full-time workers:
Tier 1 Cities – Harbin (core districts) & Daqing urban area
- CNY 2,270 per month
Tier 2 Regions Across the Province
Including parts of Harbin, Qiqihar, Mudanjiang, Jiamusi (including Fuyuan), Jixi, Shuangyashan, Qitaihe, Hegang, Suihua, Suifenhe, and all areas within Daxing’anling:
- CNY 2,010 per month
Tier 3 Cities and Counties
Covering Yichun, Heihe, and other counties and county-level cities:
- CNY 1,910 per month
These updated thresholds should be integrated into employer payroll systems to ensure salary compliance for all full-time employees.
Adjusted Minimum Hourly Rates for Part-Time Workers
Heilongjiang has also revised minimum hourly wages for non–full-time employment:
- Tier 1: CNY 21.0/hour
- Tier 2: CNY 18.8/hour
- Tier 3: CNY 18.2/hour
Employers must apply these updated rates when calculating pay for part-time, flexible, and non-standard working arrangements.
