What’s New
The Hainan provincial government recently announced new minimum wage standards, effective December 1, 2025. The revised wage floors aim to reflect rising living costs and support fair compensation across the province. Depending on locality, wage standards are now divided into two categories.
Revised Minimum Wages by Area
- Category I Regions — including major cities such as Haikou, Sanya, Danzhou, and Sansha:
- Monthly minimum salary: CNY 2,250
- Hourly minimum wage (for part-time / non-full-time workers): CNY 20.0/hr
- Monthly minimum salary: CNY 2,250
- Category II Regions — the rest of the cities and counties across Hainan:
- Monthly minimum salary: CNY 2,070
- Hourly minimum wage: CNY 18.4/hr
- Monthly minimum salary: CNY 2,070
These standards apply to full-time employees (monthly salary) and part-time or hourly staff (hourly wage), respectively.
Implications for Employers and Payroll Teams
- Update payroll settings promptly — Companies operating in Hainan must revise their payroll and salary systems to meet the new minimum wage thresholds starting December 1, 2025.
- Adjust budget and labor cost projections — With the higher minimum wage base, enterprises should re-evaluate salary budgets, especially if they rely heavily on hourly or entry-level workers.
- Ensure compliance for all employment types — Whether full-time, part-time, or hourly workers, all wage payments must meet or exceed the new legal minimums.
- Maintain transparency and fairness — Adhering to updated wage standards helps avoid compliance risk, supports fair pay, and improves employee relations.
