Hebei Releases New Minimum Wage Standards Effective December 2025

The Hebei Provincial Department of Human Resources and Social Security has announced updated minimum wage standards, approved by the provincial government and effective December 1, 2025. The new wage structure introduces three tiers to guide payroll compliance across the province.

1. Updated Minimum Wage Levels

Hebei’s new salary framework includes full-time (monthly) and part-time (hourly) wage standards:

  • Monthly minimum wage: CNY 2,380, 2,230, 2,080
  • Hourly minimum wage: CNY 24, 22, 20

Local governments may assign counties and districts to the appropriate tier based on local conditions.

2. Scope of Application

The updated minimum wage applies to:

  • All enterprises
  • Non-profit private institutions
  • Self-employed businesses with employees
  • Workers who establish labor relationships with these employers

Government agencies, public institutions, and social organizations may implement the standards by reference when managing employees under labor contracts.

3. Standards for Full-Time and Part-Time Employees

  • Monthly minimum wage applies to full-time workers
  • Hourly minimum wage applies to part-time or flexible employment arrangements

This distinction is essential for accurate payroll calculation and contract management.

4. Items Not Included in Minimum Wage Calculations

The minimum wage does not include:

  • Overtime pay
  • Night shift, high/low temperature, underground, or hazardous work allowances
  • Employee benefits defined by national regulations

These items cannot be used to offset minimum wage obligations.

5. Strengthening Payroll Compliance

Hebei’s HR and Social Security authorities will strengthen oversight by:

  • Increasing publicity of the new standards
  • Monitoring employer compliance, especially among small and labor-intensive enterprises
  • Correcting and penalizing violations such as underpayment or failure to meet minimum wage levels

These measures aim to protect employee rights and promote lawful payroll practices across the province.
