The Jilin Provincial Government has released new minimum wage standards, effective December 1, 2025, establishing three wage tiers based on regional development levels. These updated salary benchmarks will serve as an important reference for payroll planning and compliance throughout the province.
1. Updated Monthly & Hourly Minimum Wage Levels
Tier 1 – Changchun Urban Area
(Including Shuangyang District and Jiutai District)
- Monthly minimum wage: CNY 2,230
- Hourly minimum wage: CNY 22
Tier 2 – Key Urban Areas
Jilin City, Baishan City (Hunjiang & Jiangyuan Districts), Songyuan, Yanji, Hunchun, Changbai Mountain Development Zone
- Monthly minimum wage: CNY 2,020
- Hourly minimum wage: CNY 20.5
Tier 3 – Other Cities and Counties
Siping, Liaoyuan, Tonghua, Baicheng, Meihekou, and all remaining counties
- Monthly minimum wage: CNY 1,870
- Hourly minimum wage: CNY 19
These wage levels remain valid until the next provincial adjustment.
2. Implications for Payroll Compliance
Employers must update payroll calculations, wage structures, and employment contracts to ensure full compliance with the new wage floor. Minimum wage does not include overtime pay, night shift allowances, high/low temperature subsidies, underground work allowances, or legally mandated employee benefits.
