Zhejiang Province has officially released the 2025 Social Insurance Contribution Base Notice, introducing updated contribution limits effective January 1, 2025.
This adjustment directly impacts employer payroll calculations, pension contributions, HR cost planning, and retirement benefit projections across Zhejiang.
2024 Weighted Average Salary (Calculation Benchmark)
The officially determined weighted average salary (covering private and non-private sectors) for 2024 is:
RMB 101,194 annually
RMB 8,433 per month
This figure serves as the benchmark for:
• Social insurance contribution base limits
• Pension calculation base for new retirees
• Medical and work injury insurance benefit calculations
2025 Social Insurance Contribution Base Limits
Effective January 1, 2025:
Upper Limit (300% of 2024 weighted average salary)
RMB 25,299 per month
Increase of RMB 369 compared to 2024
Lower Limit (60% of 2023 weighted average salary RMB 8,310)
RMB 4,986 per month
Increase of RMB 174 compared to 2024
Zhejiang continues applying a one-year reference gap for the lower limit to ease employer and employee contribution burdens in alignment with national coordination policy.
Employer Payroll Impact in 2025
Enterprise Employees (Basic Pension Insurance)
If contributing at the minimum base:
Employee contribution increase (8%)
174 × 8% = RMB 13.92 per month
Employer contribution increase (16%)
174 × 16% = RMB 27.84 per month
Flexible Employment Participants
Contribution increase (20%)
174 × 20% = RMB 34.8 per month
RMB 13.92 is credited to the individual account
Higher contribution levels will lead to higher future retirement benefits under China’s “more contribution, more benefit” principle.
2025 Pension & Benefit Calculation Base
For individuals retiring in 2025:
• Basic pension benefits
• Certain medical insurance benefits
• Work injury insurance benefits
Will be calculated using the 2024 weighted average salary (RMB 8,433 per month).
