PBOC to Issue 60 Billion Yuan in RMB Bills in Hong Kong

The People’s Bank of China (PBOC) will issue 60 billion yuan—approximately US$8.95 billion—in six-month renminbi-denominated central bank bills in Hong Kong.

The issuance will be conducted through the Hong Kong Monetary Authority’s Central Moneymarkets Unit, according to an announcement released by the HKMA.

Tendering for the RMB bills is scheduled for September 23, 2026, while settlement will take place on September 28. The bills will mature and pay interest on March 29, 2027.

Supporting Hong Kong’s Offshore RMB Market

Central bank bills are short-term financial instruments issued to institutional investors. PBOC bill issuances in Hong Kong can help manage the supply of renminbi in the offshore market while providing investors with high-quality RMB-denominated assets.

Such issuances also support Hong Kong’s position as a major offshore renminbi business center. The city provides an important platform for cross-border RMB settlement, financing, investment and liquidity management.

By offering additional RMB investment products, the issuance may help broaden the range of assets available to financial institutions and other qualified market participants.

Strengthening RMB Financial Infrastructure

The transaction will be processed through the HKMA’s Central Moneymarkets Unit, which provides clearing, settlement and custody services for debt securities.

The arrangement reflects continued cooperation between the PBOC and the HKMA in developing Hong Kong’s offshore RMB market and strengthening the financial infrastructure supporting international use of the Chinese currency.

The issuance also demonstrates Hong Kong’s continuing role as a bridge between mainland China’s financial system and international capital markets.
