I. Core Responsibilities

8. Managing public institution personnel systems, professional title reforms, postdoctoral administration, and staff deployment policies.
9. Coordinating migrant worker policies and safeguarding lawful labor rights.
10. Supervising labor relations, labor contract implementation, collective bargaining, labor arbitration, and labor inspection enforcement.
11. Managing government commendation and recognition programs.
12. Handling additional tasks assigned by the Municipal Party Committee and Municipal Government.
